Purpose of the Learning Support Service

1.1              To provide an assessment, advisory and teaching service for children and young people with developmental, learning, sensory and physical difficulties) aged 0 to 19 years and teaching support to pupils who are unable to attend school because of protracted illness.

1.2              To enhance the entitlements of children and young people described above by regarding them as the prime clients of the service, (Children in the 'Looked After' system are a priority).

1.3              To enhance the right of parents and carers as partners in promoting learning.

1.4              To enhance learning in schools by working together with teachers and other adults who have day to day responsibility for children and young people with special educational needs.

1.5              To contribute to a coherent and comprehensive service for children and young people with special educational needs, through collaboration with other Education Bradford services, Council support services and external agencies.

1.6              To support the Education Bradford's inclusion policies and strategies.

 

 2.                  The Children/Students

2.1              The children and young people who are the concern of the service fall within the broad definition of "learning difficulties". Included are children and young people who have:

i.                     developmental delay (Pre 5),

ii.                   general learning difficulties where progression in the National Curriculum is severely affected,

iii.                  specific learning difficulties,

iv.                 a need to access information technology,

v.                   sensory impairment.

vi.                 physical impairment.

vii.                Autism spectrum disorder.

viii.              a protracted illness who are at home or hospital but are able to receive education.

(The Service supports other teams who have

pupils who require home tuition)

 

2.2              In all cases, specialist assessment advice and/or teaching will be required.

2.3              The Service will work with children aged 0 – 5 and those who are registered pupils in mainstream education (5-19 years) except where the child requires specialist IT assessment in non-mainstream education.

 

 3.                  Service Delivery Aims

3.1              The Service will support current Education Bradford core functions by:

i.                     Supporting Education Bradford policy relating to assessment and  provision which will operate throughout the school system

ii.                   Making statutory provision for children with protracted illness not able to attend school but able to receive chaperoned education at home.

iii.                  Contributing to Education Bradford initiated development work.

iv.                 Responding to school initiated requests for development work.

v.                   Extending the existing continuum of provision.

3.2              It will operate in accordance with legislation concerning child entitlements and associated statutory instruments, circulars and the Code of Practice.
